The Pennsylvania Compensation Rating Bureau (PCRB) is a non-profit corporation formed in 1915 under Pennsylvania insurance law, subject to supervision and examination by the Pennsylvania Insurance Commissioner. Its membership comprises the carriers authorized to write workers' compensation in Pennsylvania, and it functions as the state's licensed rating organization in place of NCCI: it collects the industry's loss and payroll data, maintains the Pennsylvania classification system, and files advisory loss costs and rating values.

Pennsylvania is a loss-cost state. The PCRB files prospective loss costs — the pure loss portion of the rate per $100 of payroll — and each carrier applies its own loss-cost multiplier (LCM) to cover expenses and profit, producing the rate it actually charges. The PCRB figure is therefore an advisory benchmark, and two Pennsylvania insurers can quote materially different premiums for the same classification because their multipliers differ.

One bureau, two states: Pennsylvania and Delaware

The PCRB is closely tied to the Delaware Compensation Rating Bureau (DCRB) — a separate non-profit corporation formed in 1917 under Delaware law — and administers both bureaus' operations from the same organization. Each files under its own state's insurance commissioner and its own classification and loss-cost data, so Pennsylvania and Delaware rating values are not interchangeable; the shared administration means the two states publish their rating values and manuals through the same bureau infrastructure.
