The New York Compensation Insurance Rating Board (NYCIRB) is a non-profit, unincorporated association of the insurance carriers writing workers' compensation in New York, licensed by the New York State Department of Financial Services (DFS) as the state's official rate service organization. It performs for New York the advisory role NCCI performs elsewhere: collecting the industry's loss and payroll data, developing loss costs and rating values, and administering the classification and experience-rating systems.
Each year the NYCIRB performs an actuarial review of losses and payrolls across more than 600 classifications and files updated loss costs, which take effect only after DFS approval. Those loss costs are advisory — carriers apply their own loss-cost multipliers and may deviate — so the filed figure is the industry benchmark rather than the final price. New York's loss-cost cycle runs on an October 1 effective date, and the size of a filing (an increase or a decrease) is a statewide average across all classes; an individual employer's change depends on its classification, payroll, and experience modification.
New York classifications and experience rating
The NYCIRB designates its own classification codes and assigns each business a governing classification for its primary operation. While many code numbers resemble the NCCI system, the loss costs, rating values, and rules are New York's own and are not interchangeable with another state's. The Board also administers New York's experience rating plan: employers with sufficient coverage history are rated by comparing their actual losses to the expected losses for their size and classification, producing an experience modification that credits or debits premium.
