The North Carolina Rate Bureau (NCRB) is a non-profit, unincorporated rating bureau created by the North Carolina General Assembly on September 1, 1977 under Article 36 of Chapter 58 of the General Statutes. It does not sell insurance; it serves as the state's rating organization for several property-casualty lines, including workers' compensation, where it fills the advisory role NCCI fills elsewhere.

For workers' compensation, the NCRB prepares annual loss-cost filings for the voluntary market and rate filings for the residual (assigned-risk) market, and it administers the North Carolina Workers' Compensation Insurance Plan. The voluntary-market figure is a prospective loss cost: a carrier may adopt the Bureau's loss cost via a reference filing, continue to use previously approved loss costs, or make its own independent filing, so the rate a North Carolina employer pays depends on the carrier's election on top of the NCRB benchmark.

North Carolina separates the voluntary and residual markets. In the voluntary market the NCRB files loss costs that the Insurance Commissioner reviews, and carriers rate off an approved loss cost — either the current one, a previously approved one, or their own independent filing. The assigned-risk plan, which the NCRB administers, is where employers who cannot find voluntary coverage are placed, and it carries its own filed rates. That structure means the NCRB loss cost is the reference point but not a single fixed price across the market.
