The Indiana Compensation Rating Bureau (ICRB) is the licensed rating organization for workers' compensation in Indiana. It is an independent bureau — not NCCI — but it occupies an unusual middle ground: rather than maintaining a wholly separate classification system, Indiana has adopted the NCCI Basic Manual (2021 Edition) and uses NCCI's manuals, rules, and policy forms. So the four-digit class codes you see in Indiana are the familiar NCCI codes; what is Indiana-specific is the rate-making and the bureau that files it.
Under Indiana's competitive-rating law, effective January 1, 1990, the ICRB produces its rate filings annually from historical premium and loss data and files three types of figures: loss costs, advisory rates, and assigned-risk rates. A carrier can adopt the ICRB's advisory rates or use the loss costs and add its own loss-cost multiplier for expenses and profit.
